The 8(a) STARS II GWAC is a multiple-award, indefinite-delivery/indefinite quantity (IDIQ) contract designed to promote small business utilization when purchasing information technology (IT) services or IT services-based solutions for the federal government. The 8(a) STARS II program is reserved exclusively for qualified 8(a) small businesses.
Using 8(a) STARS II enables federal agencies to access 8(a) firms through an established contract vehicle instead of traditional, open market methods – saving time and taxpayer money.
The 8(a) STARS II design consists of two constellations: Constellation I includes industry partners with competitive pricing and technical proficiency; and Constellation II which also requires an additional industry credential (e.g., CMMI, ISO, etc.).
Each of the 8(a) STARS constellations includes four Functional Areas (FA) designated by the North American Industry Classification System (NAICS):
FA1: 541511 – Custom Computer Programming Services
FA2: 541512 – Computer Systems Design Services
FA3: 541513 – Computer Facilities Management Services
FA4: 541519 – Other Computer Related Services
Prior to issuing orders under 8(a) STARS II, federal contracting officers are required to receive training on the use of the 8(a) STARS II contract to be granted a written delegation of procurement authority (DPA) from the GSA Small Business GWAC Center. Training is offered by GSA at no cost.
Under FAR 19.804-6(c), Cherokee Nation Technologies (CNT) may continue to accept new orders under a multiple award (Federal Supply Schedule (FSS), multi-agency contract or Government-wide acquisition contract even after CNT’s program term expires, CNT otherwise exits the 8(a) Program, or CNT becomes other than small for the NAICS code assigned under the contract.
